DETAINED prominent Lusaka business executive Harry Findlay has been formally charged with prohibiting or aiding the funding of terrorism, plunging one of Zambia’s highest-profile security operations into deep legal drama.
State prosecutors have moved against the tycoon under Section 20 of the Anti-Terrorism and Non-Proliferation Act No. 6 of 2018.
The sudden development was confirmed to journalists outside the Lusaka High Court chambers by his defense counsel, Milner Katoto, following closed-door proceedings.
In a stunning twist, Lusaka High Court Judge Lameck Mwale abruptly recused himself from handling the high-stakes matter.
The judge’s sudden exit effectively freezes the case, meaning Findlay would remain in custody until the file was allocated to a new judge.
The formal charges follow days of aggressive legal maneuvering by Findlay’s defense team.
Just days ago, his lawyers filed an urgent application for a writ of habeas corpus, invoking Order 54 rules 1, 2, and 4 of the 1999 Edition of the Rules of the Supreme Court of England (The White Book), in a desperate bid to force the State to produce or release him.
Findlay hax been in continuous State detention since August 4, 2026, when a heavily armed joint security team rounded him up in Lusaka.
With the judiciary facing a sudden reshuffle on the case and terrorism charges officially on the table, the prominent business executive faces an extended stay behind bars as legal gridlock intensifies.
