HAIMBE ACCUSES THE OUTGOING UNITED STATES ENVOY OF DIPLOMATIC BREACH



Government officials in Zambia have accused outgoing U.S. Ambassador Michael Gonzales of breaching diplomatic protocol and interfering in the nation’s internal affairs due to his remarks on governance and corruption.



Minister of Foreign Affairs Mulambo Haimbe stated that Gonzales’ comments were undiplomatic and did not adhere to the Vienna Convention on Diplomatic Relations, which obliges diplomats to respect the host country’s laws and avoid interference.



Haimbe pointed out that Gonzales’ concerns were not communicated through official diplomatic channels, marking a deviation from accepted practices.



He emphasized the long-standing respectful relationship between Zambia and the United States since their diplomatic ties began in 1964, countering claims that the relationship is solely aid-based.



During a press briefing, Haimbe further rejected allegations of the government being unresponsive, noting that Gonzales had numerous high-level engagements, including meetings with President Hakainde Hichilema.



Regarding discussions on a Health Memorandum of Understanding, Haimbe clarified that negotiations are ongoing, particularly over provisions related to data sharing that could infringe on citizens’ privacy.



He also denied that delays in a minerals agreement stemmed from government negligence, asserting that Zambia is safeguarding its national interests against clauses favoring foreign entities.



Haimbe stated that Zambia will not agree to conditional arrangements linking health cooperation with mineral negotiations, insisting on independent consideration of each framework.



He acknowledged the need to bolster anti-corruption efforts but dismissed claims that the government is neglecting its citizens’ interests.



Ultimately, he affirmed Zambia’s commitment to engaging with international partners, including the United States, on the basis of mutual respect and established diplomatic norms.
