FORMER DEPUTY DIRECTOR GENERAL OF INTELLIGENCE FRANCIS MWALE ABDUCTED BY STATE AGENCIES
The immediate past Deputy Director General of the Zambia Security Intelligence Services (ZSIS), Francis Mwale, was abducted last night in an operation conducted by ZSIS operative Bond Kayelu, who previously served as Mwale’s personal assistant when Mwale was the organisation’s second-highest-ranking official.
Mwale served in that position until 2023, when his contract was terminated by President Hakainde Hichilema.
Mwale, regarded as one of the country’s foremost cybersecurity experts, is reportedly accused of conducting a parallel voter-tabulation exercise aimed at preventing electoral manipulation in this year’s elections.
According to reports, Mwale was abducted in the Woodlands area last night while he was meeting an unidentified person. Details concerning his current whereabouts and condition remain unclear
There are also concerns with regard to the rise of Bond Kayelu within the intelligence service. Kayelu was promoted from Deputy Director directly to Executive Director, bypassing the position of Director and without the approval of the Staff Board as would ordinarily be required. Kayelu has been placed under the Office of the Director General to conduct operations on behalf of the UPND through what critics describe as parallel intelligence structures.
