UNDI PHIRI, STOP IT! CIVIL SERVANTS ARE NOT CADRES 🇿🇲

Northern Province, Kasama I have received disturbing reports that must be addressed.

It is alleged that Acting Permanent Secretary for Northern Province, Ms. Undi Beauty Phiri has been moving around Kasama District meeting civil servants in Chilongoshi and Itamina zones, with more meetings scheduled for this July 2026.

The allegation is this: Civil servants are being told to vote for President Hakainde Hichilema or be “booted out”.

It is further alleged that during these meetings:
1.  Civil servants are forced to switch off mobile phones and surrender them to avoid being recorded.
2.  Headteachers from Mubanga Chipoya, Lukashya and Lualuo Primary Schools were summoned by Provincial Education Officer Mr. Mulambwa Nawa on suspicion of being “anti-government”.

IF THESE ALLEGATIONS ARE TRUE, THEN THIS MUST STOP IMMEDIATELY.

WHAT DOES THIS MEAN?

1. IT MEANS ABUSE OF OFFICE.
A Permanent Secretary is a public servant. You are paid by taxpayers UPND, PF, NRPUP, Tonse, and those with no party. 
Your job is to deliver services, not to campaign. 
The Constitution and the Public Service Code of Conduct are clear: Civil servants must remain neutral. You cannot use government office to threaten voters.

2. IT MEANS INTIMIDATION OF VOTERS.
Telling a teacher, nurse, or clerk “Vote for HH or be booted out” is not democracy. That is fear. 
Zambia fought hard for multiparty democracy. No one should lose their job because of how they vote. 
The ballot is secret. God and your conscience are the only ones who should know who you voted for.

3. IT MEANS WE ARE GOING BACKWARDS. 
Switching off phones and confiscating them? Summoning headteachers for being “anti-government”? 
That is the politics of 1990s that we buried. Zambia is better than this. 
If we allow this in Kasama today, it will be in Chipata tomorrow and in Livingstone next week.

MY WARNING AS A NON-PARTISAN CITIZEN:

To Ms. Undi Phiri:
Madam, please respect your office. Serve all Zambians equally. 
If you want to do politics, resign and join the party structures. 
Do not use the civil service as a campaign tool. You will answer to the Public Service Commission, to the law, and to God.

To Mr. Mulambwa Nawa and all PEOs/DEBS:
Headteachers are not cadres. They are educators. 
Do not intimidate them. Let them teach our children in peace.

To Civil Servants in Northern Province:
Do not be afraid. No one can fire you for how you vote. The vote is secret. 
Report any threats to PSC, ECZ, or the Police. Document it. Zambia is governed by laws, not by threats.

To Government:
Mr. President, you promised a New Dawn of rule of law. Please act. 
Discipline any public officer using state resources for partisan activities. This protects your own legacy.

Proverbs 22:22-23 “Do not exploit the poor because they are poor and do not crush the needy in court, for the Lord will take up their case.”

MY FINAL WORD:

August 13th 2026 must be about free choice, not forced choice. 
Zambia does not belong to one party. Zambia belongs to all of us.

WAKE UP ZAMBIA. 
Let us protect our civil service. Let us protect our democracy. 
Let us tell every public officer: Serve the people, do not threaten the people.

May God protect our civil servants. 
May God protect our democracy. 
May God bless Zambia. 🇿🇲

These are serious allegations. If true, evidence should be reported to Public Service Commission, ECZ, and Police. If false, those names deserve to be cleared.
