Demotion and transfer of Kanchibiya Town Council Secretary Sparks Outrage Over Alleged UPND Election-Rigging Plot
A high-stakes political standoff in Kanchibiya has allegedly culminated in the sudden demotion and transfer of Council Secretary Joseph Zulu. The move follows his reported refusal to manipulate some electoral procedures in a manner that would favor the rulling United Party for National Development (UPND).
The dispute peaked when Mr. Zulu disobeyed directives to bypass standard administrative procedures. Specifically, he refused demands to recruit political cadres as polling staff for the upcoming elections.
Following this refusal, administrative machinery moved swiftly to relocate the non-compliant official. Mr. Zulu faces a dual penalty of demotion from his current status in the administration, and an immediate transfer from Kanchibiya to Mushindamo district in Northwestern Province.
Reports indicate the government plans to replace him with an official selected from one of the preferred provinces who will report soon before elections.
Meanwhile the a Planning Officer is acting as Council Secretary and is believed to be complying with the directives.
This strategic replacement aims to ensure administrative compliance ahead of the August polls. The transfer has amplified concerns regarding civil service neutrality.
The Kanchibiya incident highlights the ongoing discussion surrounding public oversight during electoral preparations being engineered from Lusaka.
