Why I Consider Ms. Nelly Mutti the Worst Speaker in Zambia’s Parliamentary History
As an engaged Zambian citizen closely following our political landscape, I’ve seen many Speakers preside over the National Assembly. Some have performed admirably; others have had their flaws, but none has compromised the dignity of our Parliament to the extent that Ms. Nelly Mutti has. In my view, Ms. Mutti has proven to be not just the least effective but also the most partisan and authoritarian Speaker in Zambia’s history. Her actions have eroded confidence in the National Assembly, stifled democratic debate, and created a culture of intimidation and bias. Here are the specific reasons why I find her tenure as Speaker deeply disappointing.
1. Blatant Bias Favoring the Ruling Party
The Speaker’s role is a sacred trust, meant to uphold the rights of every parliamentary member and ensure unbiased governance of proceedings. Ms. Mutti, however, has shown a clear preference for the ruling United Party for National Development (UPND), using her authority to stifle opposition and protect UPND interests at all costs. This isn’t merely a perception—it’s a pattern evident in her rulings, selective punishments, and refusal to allow opposition voices the space they are constitutionally guaranteed.
Her loyalty to the ruling party has turned the Assembly into a battleground where opposition members are silenced, reprimanded, or penalized simply for voicing legitimate concerns. By using her office to shield the ruling party from scrutiny, Ms. Mutti has fundamentally betrayed the impartiality expected of her role, undermining the Assembly as a forum for open, balanced debate.
2. Weaponization of Rules to Muzzle Dissent
A Speaker must enforce rules consistently, applying them equally to all members. Yet Ms. Mutti’s handling of parliamentary rules has been arbitrary and punitive, especially when it comes to silencing opposition voices. Her blatant bias, selective rule enforcement, suppression of opposition voices, authoritarian disciplinary practices, and the resulting erosion of public trust have transformed the Assembly into an unbalanced, hostile environment. Instead of promoting fairness and transparency, she has presided over a period marked by partisanship, intimidation, and disregard for democratic values.
A true Speaker embodies impartiality, creating a balanced platform for all members, regardless of political affiliation, to engage in meaningful debate. Ms. Mutti’s tenure has shown us what happens when that impartiality is absent. The time has come to reassess the expectations and standards for the role of Speaker in Zambia’s National Assembly. Zambians deserve a Speaker who champions democracy, fairness, and transparency—not one who suppresses it.
To restore faith in the National Assembly, Zambia urgently needs a Speaker who stands above party politics, values every voice equally, and is committed to upholding the democratic principles that are the foundation of our nation. The people deserve a National Assembly that truly represents their interests, holds the government accountable, and serves as a forum for genuine debate and democratic governance.
