State House directs cancellation of ballot printing contract
ECZ cancels million-dollar ballot printing tender to South African firm
THE Electoral Commission of Zambia (ECZ) has reportedly cancelled, at the direction of State House, a three-year contract earlier awarded to Ren-Form CC Printing Group of South Africa for the printing and delivery of election materials for by-elections and the 2026 general election.
According to the contract details, for General Elections, the first option (up to 6 candidates) was valued at US$3,561,200.00, CIP Lusaka.
The second option (7 to 11 candidates) was valued at US$4,351,000.00, and the third option (12 to 19 candidates) is valued at US$5,752,400.00, CIP Lusaka.
In a notification of tender award dated October 28, 2024, ECZ Chief Electoral Officer Brown Kasaro stated that any participating bidder with objections to the proposed award may submit a written request for review within five days.
The cancelation is a breach of procurement rules as procurement of goods and services is a management responsibility and the CEO is the chairperson for the Procurement Committee with management team and 2 external members appointed by and with ZPPA.
Community House is using Zaloumis their stooge, to ensure that Al Ghurair of UAE (Dubai), who were $2million more expensive than RenForm CC; were awarded the contract.
Recently State House has been doing a lot of deals with UAE sell of gold which was unvalued and the sale of Mopani Copper Mines. Recent trade reports that Zambia exported good worth $1.9billion to the UAE.
