State House Chief Communications Strategist Whitney Mulobela says a  Fugitive is not a Refugee.

Although the former Petauke MP, Emmanuel Jay Banda holds refugee status under the UNHCR and was shot and abducted from border town between Nyamapande Mashonaland East, Zimbabwe and (Cuchamano) in Tete Province in Mozambique.

Amnesty International has demanded that the governments of Zambia and Mozambique clarify the legal basis surrounding the arrest and cross-border transfer of former Petauke Central Member of Parliament and government critic, Emmanuel “Jay Jay” Banda.

Whitney Mulobela Wrote;

“Human rights are not absolute. That is why a person who breaks the law forfeits some of those rights, beginning with liberty”

“Former Petauke Central MP Emmanuel “Jay Jay” Banda escaped from lawful custody while awaiting trial in the High Court on charges of attempted murder and aggravated robbery. While on the run, he added to that charge sheet, using his podcasts to threaten and incite.”

“There is no public record of him ever being granted asylum anywhere. He was a fugitive from justice, not a refugee.”

“Amnesty International is therefore offside in demanding explanations for how an escaped suspect was recaptured.”

“This is a man accused of agitating for the assassination of a sitting President.
Even human rights demand responsibility and accountability.”
