PERMANENT SECRETARY OPENS PERFORMANCE CONTRACT MANAGEMENT ORIENTATION WORKSHOP

The Ministry of Tourism Permanent Secretary, Mr. Evans Muhanga, has officially opened an Orientation Workshop on Performance Contract Management for officers in Salary Scale L and above, with a call for strengthened supervision, continuous feedback and greater accountability across the Ministry.



Speaking during the official opening, Mr. Muhanga said effective performance management should not be treated merely as an annual administrative requirement, but as a continuous process aimed at improving individual and institutional performance.



He emphasised that supervisors have a responsibility to guide, mentor and develop officers under their supervision by providing constructive and timely feedback on their performance.



“Every person in the Ministry has potential. As supervisors, we have a responsibility to help our officers identify where they are doing well, where they need to improve and how they can develop professionally,” Mr. Muhanga said.



The Permanent Secretary observed that honest and constructive feedback is critical to career development, adding that supervisors should not wait until the end of the year to discuss an officer’s performance.



He called for regular performance engagements, including quarterly reviews, to ensure that officers understand their targets, identify performance gaps early and receive the necessary support to improve.

Mr. Muhanga further underscored the importance of training and capacity building, noting that training programmes should respond to identified performance and skills gaps rather than being undertaken simply for participation.



He said a strong performance management culture would enable the Ministry to build a high-performing workforce capable of effectively implementing its mandate and contributing to the development of Zambia’s tourism sector.

The Permanent Secretary also encouraged senior officers to create an environment where supervisors and their subordinates can have candid and productive conversations about performance, challenges and professional development.



He stressed that good leadership involves preparing junior officers for greater responsibilities and ensuring that they acquire the skills and experience necessary to perform effectively as they progress in their careers



The orientation workshop is aimed at strengthening the understanding and implementation of Performance Contract Management among officers in Salary Scale L and above, while promoting accountability, effective supervision and a results-oriented culture within the Ministry.



Mr. Muhanga reaffirmed management’s commitment to building a high-performing Ministry anchored on continuous learning, accountability, mentorship and improved service delivery.I can also make this shorter and more engaging for the Ministry’s Facebook page, with a stronger headline and social-media opening.
