Jay Jay Banda suspended from Parliament for 30 days

PETAUKE Central Member of Parliament, Emmanuel Jay Banda has been suspended from the National Assembly for a period of 30 days for disrespectful and defamatory utterances against the House.

 

The suspension from the house follows Katombola area Member of Parliament, Clement Andeleki’s complaint that Mr Banda put the National Assembly into disrepute following defamatory allegations in a video footage online.

“We are being chased from Parliament to allow them misappropriate funds. They altered the standing orders. What will our children find,” Mr Banda is alleged to have said in the footage.

In a ruling delivered by first deputy speaker Attractor Chisangano, she noted that in line with parliamentary practice, Mr Banda had been written to on January 3rd this year to exculpate himself.

She said however, that despite him being written to and availed with the footage in question, he neglected to respond.

Ms Chisangano said the committee in it’s deliberation over the matter found that Mr Banda was unremorseful and is a repeat offender.

“In line with section number 28 (2) of the National Assembly Powers and Privileges Act, it is clear that it is breach to make speech negatively on the house. Therefore in line with the recommendation by the committee on privileges and absences and in accordance with section 28 (2) of the National Assembly Powers and Privileges Act, I accordingly suspend Mr Emmanuel Jay Banda for 30 days,” she said.

She further noted that during this period, he will not carry out any works and will not be paid.
