For your own information the Zambian government pays the BArotse Royal Establishment annually for the Barotseland Agreement of 1964. You can Check on Zambian government Yellow book page 1505.
It’s called the Barotseland Treaty Obligations.

For those vuvuzelas who are busy making noise, they should know that Zambian government pays the BArotseland Agreement of 1964 annually but they same government has failed to restore it. Land , national parks, Swamps/rivers/lakes, forests and taxation still being administered by the BRE in all the 16 districts of BArotseland. The only thing that Zambian government has upper hand in BArotseland is the administration of civil servants, police , soldiers and politics.
All chiefs in BArotseland are under the auspices and the umbrella of the BArotse Royal Establishment (BRE). There is no any Royal establishment such as Mbunda or Nkoya and so on but those were recently created rebel groups by PF’s regime of late Michael Sata in 2014. There aim was to frustrate and rebel against the Litunga and the people of BArotseland over their then declared independence at the BArotse National council (BNC) in 2012
