HH scared of 50%+1 – M’membe
PARLIAMENT has been challenged to explain why it decided to reject a notification of changes in the House from Miles Sampa after setting its own precedence when it accepted a notification from the Matero Legislator when he appointed Morgan Ng’ona as his new secretary general.
Isaac Mwanza, a governance activist says is no written rule that prescribes that only a secretary general of a political party has the sole mandate to notify the National Assembly of the changes and decisions of individual political parties and Moses Moyo, the deputy Speaker is therefore wrong to have declared the nine Patriotic Front (PF) Parliamentary seats vacant.
And Dr Fred M’membe, the leader of the Socialist Party (SP) has said the declaration of nine parliamentary seats held by the PF vacant was undemocratic, mischievous and confirms the “kangaroo nature” of the National Assembly and the determination by President Hakainde Hichilema to turn Zambia into a dictatorship.
