The ZAF Model

Zambia Air Force (ZAF) formed a real estate company to deal, develop and manage its land including the Kingsland project. The company is called ZAF Projects Limited.
Guess who is the shareholder?
It is the Minister of Finance through the Minister of Finance (Incorporation) Act. In order to fulfill the legal requirements of Incorporation, a single share was given to the Secretary to Treasury. This is the best way of Incorporating companies belonging to the State!
A perusal of the PACRA document of this company shows that no single ZAF Commander or deputy holds shares or directorship in this company by name! This has been my consistent position opposing the Zambia National Service (ZNS), which has given shares to Commandant and his deputy by name. (7,500 shares each of the 15,000 shares in Eagles Holdings Limited).
Now, ZAF is a defence force, and yet it followed the correct procedures when forming this company. Kudos to the ZAF Command for taking a correct route.
Anyway, since I have raised a very unpopular position on this matter, all I can say is that time will tell. We have been on this route before and examples abound. Let those with ears hear…I have stopped!
