Things seem to be falling apart quickly in the United Party for National Development ( UPND) Government under the watchful eyes of Dictator Hakainde Hichilema.
Following the forced resignation of Anti Corruption Commission ( ACC) Director General Tom Shamakamba, Hichilema has pulled a quick one on the Musa Mwenye led ACC Board by dissolving it so that he can have full control of the operations of the Anti graft institution.
According to Gazzette Notice number 1123 of September 23rd 2021 which was issued soon after Hichilema took office, the operations of the ACC, Financial Intelligence Centre, Drug Enforcement Commission, the Human Rights Commission and the Public Protector fall directly under State House.
A source has told the Zambian Whistleblower that the dissolution of the board is meant to shield embattled Solicitor General Marshal Muchende from arrest.
” What happened is that the Musa Mwenye Board was planning to immediately call for the arrest of Marshal Muchende and the President picked it up through his contact on the Board Jack Kalala and dissolved the board. With no DG and no board, it means that the Gazzette Notice 1123 of September 23rd 2021 kicks in. The President will be directly responsible for day to day running of the ACC. This is actually a Coup d’e’tat by the President on ACC in order to protect Marshal Muchende. Marshal is like a son to the President. He has grown up in his house. He eats with the President as you know the boss rarely eats with strangers. Actually he does not eat with every Jim and Jack and that shows you how close Marshal is to the boss” an intelligence official said.
The source further said there was no way Hichilema could have assessed the Musa Mwenye board and find it wanting because he has never met the board but regularly met the Director General.
” The question you should ask is how he reached the decision to dissolve the board because for two years now, he has refused to meet the board but was meeting Shamakamba almost on a daily basis” the source said.
The source said response from ACC Head of Corporate Affairs Timothy Moono to Diamond Television is evidence enough that Shamakamba was shielding Muchende and Shamakamba’s resignation triggered the Solicitor General’s immediate arrest.
” Just read Timothy Moono’s response. It is loaded. It meant Marshal was facing an immediate arrest” the source said.
The source also said Hichilema took advantage of what is happening at ACC to get rid of Musa Mwenye State Counsel who has been calling for him to declare his assets.
Meanwhile, more problems have emerged in the UPND Government as Government suspends the Zambia Medicines and Medical Supplies Agency ( ZAMMSA) Director General over a recent scandal in which government lost close to US$ 65 million in wasted drugs.
Mr. Victor Nyasulu a staunch UPND cadre and close ally to Health Minister Sylvia Masebo is alleged to have received some kick backs from a local Pharmaceutical company in order to shelve the imported medicines to the advantage of the local company.
