XAVIER COULD HAVE DONE BETTER AS FORMER ZIS DG – KNOWING A MAN AT THE HELM OF ZIS IS USUALLY WELL-INFORMED AND DOES NOT CARELESSLY HOLD INTERVIEWS IN THAT MANNER , UNLESS HE HAS AN AGENDA .
We listened to Xavier Chungu’s interview skillfully trying to manipulate the intelligence against the Central State .
He also tried to undermine the Zambia Intelligence Services(ZIS).
What Zambians may not know is that Xavier is under oath and he is committing an offence to discuss the intelligence in the manner he did .
If he wants to stand as President , it is fair for him to talk about what he will do for the people of Zambia .
Before you get to the Cyber Security Act which I guess he has read very well , and espionage under the Penal Code Cap 87 of the laws of Zambia , a public officer or former public officer under oath is estopped from discussing ingredients of the institution for which he was sworn in to serve.
Those who have watched some documentary called statecraft will understand Xavier Chungu is committing a crime .
If he sought better advice , he could have simply said I worked for ZIS and informed the moderator that he is under oath he can’t discuss the ZIS.
But it is not the best way to get into politics – it is wise to unpack your agenda on what benefits the people … than making claims we heard under Michael Sata such as “ parallel intelligence,” which claims where condemned even at that time by the PF.
Skillfully using old Sata time data which was discussed before as dangerous publicity , then align it to today’s ZIS in an attempt to manipulate the ZIS staff may not be the best posture he would want to take for him to sell self.
Xavier could have done better . A man at the helm of ZIS is expected to be consultative and would hold back immediately there are concerns raised .
It is not a leaked interview; it is a shared interview . Content creators have the responsibility to secure their content. Normally such interviews don’t end well .
