Instead, LIBYA received hollow praise, limited rewards, and quiet humiliation. Sanctions eased, but prosperity never truly arrived. LIBYA was welcomed back to the table, yet treated like a lesser guest. Behind closed doors, regret spread through the regime: we gave up everything… and gained almost nothing.
Worst of all, the fear GADDAFI had long wrestled with came true. By abandoning deterrence, LIBYA stripped itself bare. When unrest came in 2011, the same powers that applauded LIBYA’s disarmament backed regime change—and the state collapsed into chaos.
